The Vietnamese government has given the green light for the Thien Ma - Madagui horse and greyhound racing track, polo club, and equestrian performance center project in the Central Highlands province of Lam Dong, the provincial administration said on Friday.

The Lam Dong People's Committee is responsible for land allocation, construction planning, and ensuring that the project aligns with urban development and tourism expansion strategies. 

The provincial administration was also tasked with closely monitoring the project’s implementation to ensure compliance with regulations and deadlines.

Deputy PM Binh emphasized that Thien Ma Madagui Racing Joint Stock Company must complete the construction of the racetrack before any consideration is given to granting a license for betting operations. 

The company was required to adhere to all investment, financial, and construction regulations, while also ensuring that betting activities comply with legal frameworks.

The government has officially sanctioned wagering on horse and dog races, reviving a sport that had been halted due to regulatory challenges.

The Vietnamese government has approved an investment policy for the Thien Ma - Madagui Horse and Dog Racing Track, a 1,500 billion VND ($60 million) project in Lam Dong province, officially permitting betting operations.

Deputy Prime Minister Nguyen Hoa Binh recently signed the decision granting investment approval for the racecourse, located in Da Huoai District. The project, developed by Thien Ma - Madagui Horse Racing JSC, is one of 12 investment projects certified at the Lam Dong Provincial Planning Conference for the 2021-2030 period with a 2050 vision.

These two papers give two very different accounts of what is actually happening in Vietnam, but allowing this track to be built would be absolutely horrific for the animals Greyhounds, Horses and other animal that are being exploited as well as the people of the Vietnam.

Greyhound Racing in Vietnam

Nguyen Ngoc My, was granted a 30-year license in 1999 to develop Greyhound Racing and Breeding in Vietnam. At that time he was also is Chairman of The Vabis, a construction company that was funded by with the barbaric Greyhound Racing industry that has been operating in Vietnam since 1992.

Collaborating with Phil Bell, his wife, and John Newell, My initiated the export of 800 greyhounds and introduced Greyhound racing and breeding to Vietnam.

These innocent dogs were bred at the Ba Ria Greyhound breeding farm, located approximately 40 minutes from the track. These greyhounds can produce over 12 pups each, resulting in a staggering number of animals being born into a life of suffering and ultimately meeting a tragic end. There has been no effort to rehome any of these greyhounds by the trainers and there no sign of older greyhounds in Vietnam.

From the moment they enter the world, these greyhounds are condemned to a life of abuse and torment – from relentless overbreeding to being raced to their deaths, enduring horrific living conditions, and ultimately being killed when deemed surplus or ending up in the abhorrent dog and cat meat trade to be slaughtered.

Greyhounds are also being sold to universities for Vivisection and to the Zoo for food.

The Madagui Project has already received initial planning permission, but it is not too late to stop the inclusion of dog racing! After you sign our petition, please reach out to key Vietnamese ministers and ask them to rescind this terrible deal and protect innocent greyhounds for generations to come. Read my letter and then please email Minister of Planning and Investment NGUYEN Chi Dung, Minister of Culture, Sports and Tourism NGUYEN Van Hung and also Chairperson TRAN Hong Thai of the Lam Dong People’s Committee.In March of 2023, local authorities refused to renew the Lam Son track license because dog racing conflicted with a positive socio-economic vision for the region. This followed the similar 2018 end of dog/Greyhound racing in Macau, China. Lam Dong should follow this .

Revenues from other activities envisioned for the Madagui Project, including an amusement park, golf course, hotel and resort are family-friendly and far more profitable.

GREYHOUND DOG RACING IN VIETNAM

  • Currently, there is greyhound track situated in Xuan Thanh Beach, Ha Tinh, located in Hoa Tien. This track has been hosting races since 2014, yet the distressing fact remains that no greyhounds have been re homed and they continue to be bred and raced.

  • The Lam Son Stadium in Vung Tau, was opened in 2000, it was forced to shut down in March 2023 as its license expired. 200 greyhounds that have been used for racing are subjected to appalling living conditions, abuse, and ultimately face the fate of being sold to the BARBARIC dog and cat meat trade. Additionally there countless Greyhounds at the Ba Ria Greyhound training facility farm that are still being bred and suffering the same fate as all Greyhounds that are surplus to racing and breeding ending up being SKINNED ALIVE in the Horrific Dog and Cat meat markets in Vietnam.

  • Another track is currently under construction at the Hien Ma Horse Racing – Madagui project. This project has been granted a two-year extension and approval for the construction of a dog racing track

  • There is also a dog and ridgeback racing track in Phu Quoc. Shockingly, these horrific events are being utilised as a means to attract tourism.

HIEN MA HORSE RACING/DOG/GREYHOUND TRACK

The Hien Ma Horse Racing is the third track to be built in Vietnam and has been given planning permission.

The investor of the Thien Ma Horse Racing – Madagui project has received an extension of two years and an approval for a dog racing field.

Lam Dong provincial People’s Committee has approved the adjustment of the investment project for the Thien Ma – Madagui – Polo and Horse Performance Club in Da Huoai district.

The project registered by Thien Ma – Madagui JSC was initially designed to cover an area of 69.81 hectares and have investment capital of VND1,548.6 billion, including VND1.3 trillion worth of investor’s capital and loans. 

Under the latest decision released by Lam Dong authorities, the Thien Ma – Madagui – Polo and Horse Performance Club would receive an extension of 24 months, or until November 2025.

LAM SON STADIUM IN VUNG TAU

The Lam Son Stadium closed in March 2023 and current there are countless greyhounds that need to be rehomed.

Nygen Ngoc My ,started racing Greyhounds at the Lam Son Racecourse in Vung Tau City in 2000 for over the years countless greyhounds were raced and killed .

The greyhounds are still being kept at the Ba Ria breading/training facility and there is a desperate need to rescue and re home the greyhounds.

The Greyhounds in Vietnam are also suffering horrific cruelty from cradle to the grave. Since greyhound racing began more than 25 yrs ago no greyhounds have been re homed. This greyhound massacre continues today even after the track has closed.

When the track was in operation Greyhound puppies, the Greyhounds that fail the grade, or sustain injuries or are no longer fast enough or surplus to requirements are being killed every month at the race tracks this is widely known as the ‘ KILLING DAY ‘. where these poor greyhounds are injected with painful poison into their hearts to DIE A SLOW AND PAINFUL DEATH. The conditions of the Bar Tia are horrendous and greyhounds are still threat of being killed by lethal injections.

Dr Newell a well known track vet had chief involvement with this barbaric setup of greyhound racing in Vietnam, a country that has been EXPOSED for MASS KILLING OF GREYHOUNDS by use of lethal poison, ECOTRAZ, causing greyhounds to slowly die in horrific pain.

XUAN THANH BEACH, HA TINH, LOCATED IN HOA TIEN (SECOND TRACK)

They have been racing Greyhounds/Dogs at the Xuan Thanh beach, Ha TInh there since 2019 .Nguyen Ngoc My has the blood of thousand and thousand of greyhounds on his hands, the second Greyhound/Dog track is going to add to further painful and tortuous deaths of more Greyhounds and other animals. Nguyen Ngoc My is using the guise of the casino/hotel resort to deflect from the horrific suffering and murder of the Greyhounds at his hands.

In 2019 according to Ha Tinh authorities, the Xuan Thanh Greyhound Track was completed two years ago but couldn't go into operation yet due to lack of prime ministerial approval for the investment permit and business license by the Ministry of Planning and Investment.

The Government Office has also asked relevant agencies to provide opinions on the proposal to add the track to the master plan for socio-economic development of Ha Tinh Province.

Xuan Thanh Greyhound Race Track was given an investment permit back in May 2007. It covers 29,343 square metres of land and cost VND300bn (USD13m). The track’s investors were given a 49-year operation permit as long as they can gain the required permits for organising dog racing and betting.

DOG / RIDGEBACK RACING

Dog/ Ridgeback racing is inherently cruel and the dogs are exploited and they suffer. Animal Cruelty Dog/Ridgeback racing is NOT Tourism and it will effect Vietnam's economy BADLY.

One of the main tourist attractions in Phu Quoc in Vietnam are the beaches and forests . But there is a dark side to this island that it is using dog racing to try to boost tourism.

Ridgebacks and are kept and bred in the most appalling conditions and like the greyhounds of Vietnam abused for dog racing. They sustain multiple  injuries when racing which causes them further pain and when they are no longer good enough /fast enough and are surplus to requirements are then sold on to the dog and cat meat trade.

This hellhole has dangerous racecourses including four racetracks with a length of 365 metres. These defenceless dogs are forced to take part in races and the poor dogs are being made to run 12 different courses, including  jumping high fences, swimming/wading through  dirty water ,tunnels and climbing walls. This is immensely cruel to it takes it toll on these innocent dogs.

There is a racetrack/breeding farm built in Cay Thong Ngoai Hamlet in Cua Duong Commune in 2000 and is it similar  the one  in Ba Ria – Vung Tau Province Vietnam. where  they abuse  greyhounds who are kept in horrific conditions. and killed once there are not good enough for racing and breeding.

 

The Horrific Dog and Cat Meat Trade in Vietnam

In Vietnam, where approximately five million dogs are slaughtered each year for human consumption, Soi Dog is working with the national government and Vietnam Television, the national television broadcaster, to raise public awareness of the severe cruelty of the dog meat industry and the human health risks it poses. In addition, and in partnership with Vietnamese law enforcement agencies and the Department of Animal Health (DAH), Soi Dog is working to impose laws to prohibit the industry.
